Shri B. Anand, Secretary (ESW)

Mr Anand Balagopalan a.k.a. B. Anand is an alumnus of Sainik School Amaravathi Nagar (TN)- 1972 – 80. Shri B.Anand is borne on the Tamil Nadu Cadre (Home state) of the 1987 IAS Batch.  He is a Gold Medalist in M.A. English from The American College, Madurai Kamaraj University (1980-85). He holds a Post Graduate Diploma in Public Policy and Management from IIM, Bangalore.  In addition, he has specialized in Land and Urban affairs and has obtained a Certificate in Public Policy each from the Maxwell School, Syracuse University, NY, USA, Kennedy School, Harvard University, MA, USA and Sanford School, Duke University, USA.

In his nearly 35 years of service in Indian Administrative Service, Shri Anand has held a variety of important assignments, both in the State Government of Tamil Nadu and in the Government of India – the first 18 years he has been in Tamil Nadu and the last 16 years in Delhi.  In his career, he has spent nearly 12 years in the Housing and Urban Development Sector holding important assignments such as Deputy Commissioner, Chennai Municipal Corporation, Commissioner, Madurai Municipal Corporation, Director of Town Panchayats, Commissioner of Town and Country Planning all in Tamil Nadu and Joint Secretary in the Ministry of Urban Development, Government of India.  

Shri Anand’s major competence include entire gamut of Housing and Urban Development, Land Laws, Land Use Policy, Sustainable Urban Habitat, Town and Country Planning, Administration of small and large Urban Habitations, Preservation of Indian Heritage Cities, Built Environment, Human Resource Development from Pre-Primary to Post-Secondary Education, Funding for promotion of Science and Technology Policy, Promotion of Indian system of Medicine including Ayurveda, Unani and Homeopathy, investment promotion of Medium and Large industries.  Shri Anand has served in the Boards of many national level Institutions like National Institute of Immunology, National Institute of Ocean Development, THSTI, Bose Institute and Indian Association for Cultivation of Sciences, Kolkata.

He has widely travelled the world including North America, Europe, Africa, West Asia, China, Japan and Australia.  Hailing from Tamil Nadu with Malayali origins, Shri Anand is happily married to Indu, (a native of Thiruvananthapuram) working as V.P. in Cummins India Ltd. Gurugram, and blessed with two sons, Siddharth and Sanjay.  His interests include Books, Fitness, Golf, Music and Cinema.
